Rural Town Hall June 26 in Carlisle + Citizens Panel for Traffic Management
This project deserves a citizen-focused collaborative review to establish reasonable revisions to the project, complementing existing character and identity of the community, while also ensuring safety.
In March, residents across Flamborough, particularly of Carlisle, Millgrove, Freelton, and Campbellville, were vocal in sharing their collective concern for the planned installation of a traffic signal at Carlisle Road and Centre Road. Citing fears of undue issues to the local area and possibly decreased safety, I asked the City’s Transportation Division for the full history of this project, in advance of installing the new stop lights.
A 2018 traffic study showed that a signal wasn’t fully needed yet, but the City agreed to check again later. By 2020, a second study found that traffic had increased significantly, and the intersection now met the criteria for a signal. Based on this data, the City moved forward with the project, and Council approved funding for design work in 2024, followed by a construction budget in 2025.
However, after hearing community feedback, construction was paused and the Transportation Division agreed to further study the matter, while also working with the community, in advance of a future decision. To that end, I have asked City of Hamilton Public Works Committee to create a citizen’s panel on the issue, before a final plan is determined.
Public engagement, accountability, transparency, and community input are essential principals in the planning and implementing of capital projects. Further, given that residents have voiced considerable concerns about safety, as well as the desire to preserve the established character and identity of the area, a community focused effort in decision making is required. To that end, the Transportation Division has committed to deferring any new construction to 2026, to allow for a review of the intersection’s needs, ensuring that the project aligns with the community’s vision for Carlisle, while maintaining the project’s primary focus on safety.
To that end, the Transportation Division will collaborate with the Ward 15 Office through the formalization of a Citizen’s Panel, with representation from relevant stakeholders, to review and provide input on the scope and design of the Carlisle Road and Centre Road intersection.
In advance of a citizen’s panel forming, the leadership of the City of Hamilton’s Transportation Division will meet with residents in Carlisle via a town hall on June 26 at 7pm in the upper hall of the Carlisle Arena, located at 1496 Centre Rd.
